Salvador is really great. I had some trouble with him later on (due to how survivability isn't really a thing you can get at the beginning), but after leveling up and putting some points into the Brawn tree and everything else under Rampage, I can just constantly unload on everything with dual shotguns without worrying about dying immediately afterward. It's amazingly easy to take down Buzzards with him.

Add the fact that you regenerate health and ammo, that saves a lot of money for grenades and rockets, if you can't find them that is.
