The fact that Vancho1 hasn't logged in in the last week has made it extremely difficult to work out a coalition, especially since other members realize this and are now attempting to twist my arm to give them an advantage over me. Well you see, it's a matter of math. About a quarter of all the MPs are missing and non-voting, meaning that there's only about 90 voting mps. Out of what remains, I have to have 65 on my side, which is equal to a two-thirds majority, rather than a simple majority. This is the game's shortcoming, not mine. It would improve the game drastically if players who announce they are on vacation, as Vancho1 has in another thread, would become temporary NPCs. That's what I'd want you to do with my party if something forced me to leave. But as it is right now, I have the choice of three parties to finish building a coalition, one of which my coalition members will not cooperate with, another that expects me to essentially become his bitch to make it work, and a third who's basically Jimmy McMillan.

In character, there's distrust of Jonath because he's anti-democratic. Are you actually open to negotiation? I am actually open to negotiations, the major problem being Jonath, in character, would not support a coalition that would place a socialist in power for obvious reasons, he doesnt like democracy, fascism or communism and is least likely to compromise with fascistic or communist characters, (though he can somewhat meet halfway with certain degrees of socialist characters, but this is situational) as I discussed with at least one other person in the game who has asked about it ICly (and said person shall remain anonymous), while Jonath is a counter revolutionary and Monarchist even if he were to become president himself (with the large powers it wields as an office) he could not restore the monarchy this early in the game for two reasons, one practical and the other moral and both concerning legitimacy, and any restoration would likely be constitutional monarchism and not absolutist, but a constitutional monarchy whose constitution is edited via referenda and not parliamentary vote.

I probably could have avoided alot of this if I made my party outline public, as it stands I sent it to fable in PM. My bad.

Sorry that I haven't been posting for the last week. I've been away, on a cruise ship, where the internet was prohibitively expensive. I'm on a road trip right now, and, much to my chagrin, my father insists that we go camping as well. Due to these unfortunate circumstances, my internet will be understandably spotty. Please bear with me for the next ten days, as from the 23rd I'll be in Stanford for a summer program, so I'll be able to check messages and post every day. "This afternoon, I received a letter from Mr. Frans Ludvich Magnus-Carlsen, in reply to earlier correspondences that the parties in cooperation with the SLP had sent and offers that were made. The Worker's Party, in the spirit of cooperation, has replied with the following:"

Izetsyn opens the slip of paper and reads aloud. "Right now, we must form a coalition government."

"Right," replies Angzet, as the murmur of the crowd increases in volume, with some sporadic clapping from the coalition parties. "This letter was addressed to three people- Sir Raptora, Mr. Vuelredel, and myself. Our discussions in private have culminated in a conditional agreement that serves all four of our parties, which combined form a voting majority of 65 seats, meaning that this will finally unite our parties into a working government. Mr. Izetsyn, please read Mr. Magnus-Carlsen's three demands."

"Okay," begins Izetsyn. "One- the party will have an equal say in introducing new legislation. Two- laws negatively affecting the working class will not be introduced unless absolutely necessary. Three- the Worker's Party must have a branch office in the Capital."

"Rather than wait for the mail to reach him, as he is in a remote location with poor communication, I am announcing that all three requests will be followed to the letter during this administration." There is applause from the Worker's Party's seats, which gradually spreads to the other coalition parties. Angzet stands up straight, looking out over the many faces in the crowd, and takes a deep breath. Is it really true? Has he won the Presidency after all?

THE FORMATION OF A GOVERNMENT

Following extensive negotiations and an extension into free-for-all coalition territory, a coalition has been formed. Headed by the SLP, the coalition also contains the Proservative Party, the Kaioronist Party and the Worker's Party. The new coalition has a majority of 65 seats, barely scraping the minimum.

Because of this, Kazka Angzet has officially been elected as the President of the UFFS, and gains full access to the priveleges of this office.

The President now has the opportunity to assign the ministerial positions to any members of the ruling coalition they like – spreading the power between multiple parties might help improve ties between parties, and keeping all the power within your party could lead to it being somewhat overwhelming. Furthermore, strategic positioning of ministerial roles may help to redirect blame if unpopular policies must be undertaken.

As this is not a forced coalition, the ministerial seats will not be automatically assigned or locked, and have the opportunity to be changed at the end of every year.

Congratulations to the ruling coalition, and to all seats, good luck in the coming year.

Ministerial Powers
The following Ministerial Powers are appointed to ruling party members by the President when he assumes office. The President can vest the powers in themselves or grant them to formerly-unnamed mambers of their own party if they wish, although a degree of delegation is expected.
-Treasury Minister: Responsible for balancing the budget and assigning additional funds to projects and states if they need them. States depend primarily on the Federal Government for financing as they do not levy a census tax.
-Military Minister: Head of the armed forces. In charge of army movements and recruitment. They cannot declare war but can do practically anything else military-related.
-Foreign Minister: Responsible for diplomatic relations with other states. Also responsible for trade.
-Press Minister: Responsible for making public statements to the populace, maintaining governmental support for unpopular actions and covering up government blunders.
This list could be grown if the parliament feels additional specific appointed roles are required and legislates them into existence. As it stands, however, the remaining responsibilities of the state are taken on by parliament as a whole. All ministerial actions can be vetoed by a >66.7% parliamentary vote.

Seats will generally vote in one of three ways; following their leader, following their parties' ideology or following their own common sense intuition. Once again, do not even try to corrupt the vote in any way – strictly not allowed. If a legislation fails to pass, similar legislation cannot be tried again that year. Similar voted approval is required for significant state actions, such as sending military aid or declaring war.

There is no term limit on the Presidency. The President has power of veto over any proposed legislation. In addition, the President can declare war or make other military gestures without requiring a >50% vote, although their military actions can, in turn, be vetoed by a >66.7% majority of the parliament. "No, I sent a letter to him. I was only doing what I thought would be best for the party."

"What's best for the... Komrov, you've handed our opponents the blueprints for the entirety of this session of Parliament. You're telling me that the Sovereignists know everything?"

"They know only the general scope, not the individual details." As usual, Komrov was showing his calm disposition, but this time he appears slightly shaken. Sweat is beginning to form on his forehead- he's never seen Angzet this angry before, and although he feels secure in his physical strength, he is now fearing that he has irreparably jeopardized his career. At the height of his parties success, in one fell swoop he could be brushed off and forgotten, as he, in error, had attempted to separately negotiate with Charles Jonath while the coalition had yet to be formed.

"I would fire you for what you've done, but I fear that it would send a bad message to our coalition allies if we were to be spotted in such a bad way. So here's what I'm going to do. I would have appointed you to lead the Treasury had you not..." Angzet pauses, gesticulating with his hands, unable to find the words- "...done that. Instead, I will be asking Kyro Komonik* to take the position." Komrov balls a fist, but hangs his head and accepts what's coming. "Instead, I'm sending you back to Latzsa to oversee the packing of our national headquarters. You'll be in charge of setting up the new offices in the Capital. When you're done, you'll keep your position as party Chief of Staff, and you'll oversee the party's operations, but you are not going to have a seat in this government."

"Fine."

"Get out."

Angzet picks up the telephone and dials Izetsyn's number to tell him that he is being appointed as the Press Minister. Later, he will contact Raptora and Magnus-Carlsen to tell them that they may assume the roll of Military Minister and Foreign Minister, respectively, if they so choose. Vuelredel will be appointed to another position once legislation allows for it to exist- Health and Human Services Minister.

*Kyro Komonik was one of the founding members of SLP, who was ousted from his position as Chief of Staff when he opposed Angzet's desire to see violent former SLP leaders arrested. Although Komonik was never involved in any violent activities, Angzet couldn't trust his divided loyalty and dismissed him instead. A year later, with Angzet elected president and Komonik entirely out of the political arena, it seemed like water under the bridge, and Angzet was able to make amends with his old friend. Originally, Angzet wanted him to take a seat in Parliament, but Komonik insisted that he place him in the administration instead. He is blond and brown eyed, and has a crooked nose from being beaten in a police arrest as a teenager. When in an argument, he will never concede ground, but otherwise, he has an agreeable and friendly personality.

"What do you mean he is sick?" Gerald* said, trying to keep his voice low. Right on the verge of a new government and the only reason Sovereigntists have any representation at all is currently bedridden. "Perfect timing and all blast it! Can he at least talk?"

"The doctors say he isnt coherent, it looks like he took a turn with the fever." The functionary said.

"Ah damn it all to hell... Right, i'll take over as head of the party until he gets better. Were there any notes left in his apartment?"

"None asides from the coalition correspondence, I don't think any of them are relevant right now." The functionary replied, Gerald sighed.

"Well, guess we'll just have to strap in and see where this leads."

*Gerald is the Sovereigntist chief of staff and former union leader.

NATIONAL ISSUES

First things first, congratulations to the new government ministers, and may you serve our country loyally and brilliantly.

Of course, things are not all well in the UFFS. You'll need to get to work immediately sorting out the economy so it can begin to grow again. For starters, industries throughout the country are suffering from the weak economy we've had since the late days of Wardell's reign. Business is slow in most places and many factories lie empty. We should stimulate demand in our economy, either by increasing exports or legislating projects within the country.

Industrial lobbyists say that a good way to deal with this would be to offer tax breaks or encourage banks to give cheaper loans to businesses. This would allow them to more easily invest in growth. Some economists, meanwhile are saying you should fund infrastructure projects and government industry, doing more to pour money directly into the economy.

In addition, workers at the moment have only a basic set of rights. Understandably, your party should seek to improve working standards, such as limiting working hours to something more reasonable. However, lobbyists argue that this would damage economic growth and prevent us from improving our economy, and should not be undertaken right now.

Most of our public services are also below par, when compared to international examples. Our healthcare, education, and other services are all understaffed, underfunded and undersupplied. In the west, in fact, there are many schools run by voluntary institutions (such as the Kaioronist sect there) as the state schools are very poor, and on the island of Yokubua, alternative remedies are popular as the state healthcare infrastructure is far too small to cope with the population of the island's four states – there isn't even an open hospital in the North state. The overseas state of Brandenlin has basically no public services at all.

Legislating the creation of special ministerial positions to oversee these fields would allow more effective and direct action to be taken on these fronts, but it would take away the democracy of legislative voting. As it stands, the Treasury Minister cannot create funding projects, only move funds between different projects, so any new funding projects (eg money to build new schools) would need to be passed by legislative vote.

In less dark news, a major oil company of the Valdeian Empire has announced that it has begun prospecting for oil in the Northern Sea, and that they expect promising finds based on official surveys. We could consider establishing a government organization to similarly prospect and potentially exploit oil reserves in the Northern Sea, but it may be expensive at this time when we need all the money we can get to finance our country's economy.

The first test of the new government has begun – they have been thrown in at the deep end in regards to policymaking. How will they fare in learning the methods of legislation?

The new Ministers have also been given their issues of the year. They are technically required to report to the government as a whole on any actions they have taken. This is so that the government can intervene if it does not like these actions, as well as to promote transparency in the government. Any governmental ministers grossly abusing their positions or keeping important decisions secret should be sacked by the President.

Hey everyone, just letting you know what's up. I spent all of tonight writing a response to PMs from Qeztots, I forgot to send a copy to Formless Fable but I have asked him to go ahead and forward it. Since I was busy dealing with military stuff, I didn't have time to do the budget, that will come tomorrow with a slate of legislation that we'll need to have a look at.

Hello my friends, how many of you are concerned about the state of the country as a whole? It is a serious situation that I have some solutions to. In fact, I have been looking over this problem thoroughly, and I have come to some conclusions. One way to solve the problems we have is to lower taxes, primarily on the weakened industrial system. Pump money back into the economy, so that it can pump money into you. I am sure you can all agree that this is good a start. Another way to solve our problems is to focus on the infrastructure and urban development of our nation, making our hospitals, schools and cities the envy of our neighbours. Of course, with such jealous people surrounding our borders we'd surely need to increase our national defences, but don't you worry. Vetunbaund Armaments Inc is prepared and honoured to arm and train a standing military to protect our beautiful land, all at the lowest prices possible, but we can only keep this promise if we are given the funds to start initial production. So my countrymen, let us cut taxes and build ourselves a country. Let us shine the gem that is the UFFS. Let it shine.

FIRST FOUR YEAR PLAN ANNOUNCED.

Our leader and comrade, Franz Ludvich Magnus-Carlsen, has formulated his first plan for the country over the first legislative session.

Dear Comrades,

We have finally formed a government, but our country still has a long way to go. Right now, the state of worker's rights is unfortunately very poor. For this session, the following issues need legislation to address them.

1. A fair minimum wage must be established for the workers, based on the cost of living.
2. A five-day workweek with set rules for overtime is needed.
3. A system for worker's compensation due to work-related injuries should be developed.
4. A maximum working age and pension/retirement system needs to be created.

After the next elections, my next Four-year plan will be revealed.

UFFS I: Establish Health and Human Services Department

Proposed- Establish an executive office for all future bills involving health, education, and social programs passed for the betterment of society. The sitting President may choose a Health and Human Services Minister to oversee these programs, who in turn may choose his own staff.

UFFS II: Establish Public Relations Office

Proposed- Provide an executive office for the Press Minister, for the purpose of establishing a clear hierarchy for government programs. Any future bills involving public relations will be tasked to the Public Relations Office to be executed by the sitting Press Minister.

UFFS III: Establish National Public Radio

Proposed- Purchase radio infrastructure and build needed components to allow for public broadcasting, under the authority of the Department of Defense and the Defense Minister, but control of the program may be reassigned by the President at a later date due to pending legislation for more appropriate administration. Program roles will include warning the public of dangerous weather, serving as an official public bulletin system during national crises, and peaceful endeavors such as educational broadcasting, and public air time (time allotted for local residents to voice their opinions and concerns on the radio system.) Excess air time may be sold to private interests to help pay for the program.

UFFS IV: Create Commemoration Day Holiday

Proposed- Declare the anniversary of the UFFS' transition from General Wardell's rule to democracy a national holiday.

UFFS V: Labor Bill of Rights

Proposed- Establish a National Labor Administration, lead by a Labor Minister. Limit workweek for full-time employees of most businesses to 40 hours per week before overtime. Businesses may apply for exception, but applications must be approved by the Labor Minister and voted on by Parliament. Minimum wage will be established for each state using a formula of x/20, wherein x is the cost of living for an individual living just above the poverty line over the course of one week in that state. This would mean that an individual would need to work for 20 hours per week to avoid poverty, regardless of the state in which they live, and a full-time worker who works 40 hours per week could support a single dependency. Overtime requires a pay-extension of 25% over standard hourly wages. Businesses may not give a salaried pay that is less than the income of a worker at the poverty line for a year's work. Workers who are injured while working due to employer negligence may sue said lawyer for compensation.

UFFS VI: Establish Government Accountability Office

Proposed- Create national office lead by Government Accountability Minister, responsible for finding corruption in government and exposing it.

In other matters, President Angzet announces that he is using his executive command over the military to require military bases to provide civilians with free vaccinations if vaccines are available. The base doctors are instructed that children are at the top of the priorities list, followed by the soldiers themselves, followed by adults, followed by the elderly. That is the reason for the following legislative proposal:

UFFS VII: Increase Funding for Vaccine Distribution

Proposed- Until a nationwide healthcare system is available, military bases shall be stocked with vaccines to common but dangerous illnesses such as smallpox. The extent of the funding will be determined by the Treasury Minister.

Actually this raises a question. During my party's election campaign we established a comprehensive party radio that provided music, news and political debates and other such things party radios do. Doesnt this imply that the federation already has radio infrastructure or is the current government trying to either nationalise the radio structure/establish a more legitimate means of state broadcasting a la BBC?
