I should point out that that is an amulet silence, not dispel. It would not remove Sigrid's ongoing fortify-personality effect. Furthermore, Katia already indicated the amulet as something that prevents her from casting, so it's unlikely Sigrid would willingly wear it.
Sigrid is not going to let Katia go like this. Fortify personality is temporary, and Sigrid isn't going to turn loose someone she couldn't charm normally, because they'd be less than inclined to sing her praises once free. Best case scenario, Sigrid uses a Command Humanoid - "Don't talk about the Kvatch mages guild" on Katia. Worst case, Katia gets to visit the Chained Room, where Sigrid conducts her dealings with Totally Normal Humans of Indeterminate Gender. . . Wait, I think that could work for us.

What, exactly, is burning down the Kvatch Mage's Guild going to do? Best case scenario, she'll piss off a powerful mage. Worst case scenario? The entire town burns. Quill-Weave's book is destroyed. Katia escapes and is charged with arson and has to go on the run to avoid the law.

Katia's going to be losing things. We need to accept that. She probably won't even listen to us. All we can do is strategically lose things. Best case scenario, Katia walks out with Quill-Weave's books and money and her amulet. She's lost a lot, but material goods can be gotten back. She has what she came for and that's what's important.
Worst case scenario, Katia loses her amulet. Great. Now we've pissed of a guildmaster and Katia can't control her powers. She'll drink what mana she has like a kitten with a saucer of milk. And since at this point she'll be a criminal, the only charge she's going to get is from people flinging fireballs at her.
I'll say it again. Katia, whatever you do, do not take off your amulet.

You need to take responsibility and understand, no matter how much sense you think it makes to give this women your stuff, this isn't even your stuff, your pretty much stealing from your friend, is that what you want to be? Sigrid, an NPC with 100% Speech/Mercantile, had to use a potion to tip the scales in her favor.
Without said potion, she would have gotten nothing and lost the 'mercantile negotiation'.
What does this mean?

Lets go with the Katia = speech master. I doubt she has high mercantile because she couldn't convince Tavia OR Hirtel to give her a better deal, despite her trying.

Igniting the Mages Guild, while tempting in these circumstances, is likely to draw down the wrath of the Kvatch City Guard. While it is possible that Katia may get off with a sentence of 'sitting in the time-out chair' under the new, experimental judicial system they have in place, it is not at all unlikely that Sigrid would convince the guards to confiscate her belongings.
