EDIT: So I went to phonopath.com, and it has the sounds from a rotary dial phone being dialed, with a download link. The file is named "stay_in_touch." My bet is that if we figure out what number is being called, we can call him ourselves and get more info!

I don't think it's necessarily meant to be creepy, and being a video would defeat the purpose.
He's always talking about sound, and how it has played too small a role in things. (I maybe agree with him.)
My bet is that at the end of this ARG is either a new series of rhythm games or the end of the world. Or both.
