It's been really obvious since it first appeared that the pigeon is a physical/visual representation of Kat's thoughts. As for why Kat has a physical/visual representation of her thoughts in the form of a pigeon I have no idea whatsoever. But I hope it sticks around for some later chapters, it's really cute.
