because at 13 most people still don't really look like a teen yet. It's kind of weird seeing your Sims go straight from elementary school to high school too

But there should be a preteen option, and if there were, I would probably have the kids start at that, since they are just barely teenagers.

Yeah, I don't really consider kids to be teenagers until they hit 14-15 or so, even though they're technically in their teens at 13.
But a 13-year-old is typically going to be very different, physically and psychologically, than a 17-year-old.
