Fan Projects serves that purpose, and it is indicated in the subheading for the forum: "Got an MSPA-related project, site or theme? Want to start one? Looking for fan meetups in your area? Post in here." This is exactly where you should post if you want to find other local homestuck fans.
Any chance you could explain to us the terms of ending a ban.
There are two types of bans: permanent and temporary. A permanent ban goes on forever and you are never unbanned. It is permanent. These are given rarely and never without good reason and discussion among the moderation and administration; there is no appeals process, because once someone has gotten to a permaban, it's become apparent there is no reasonable expectation of reformation.
A temporary ban lasts a set amount of time, varying by the offense; typically they last a week. Temp bans are ended automatically and are only rarely commuted early.

Its basically just a matter of making the animated .gif small enough to fit into the avatar size restrictions.
As I'm sure has come under notice, there has been a increase in the number of character threads in the MSPA sub-forum. Tavros, Karkat, Vriska, Eridan. I realize the original purpose of the Vriska thread was to quarantine Vriska discussion, but perhaps with her involvement in the story having receded (though doubtless, who knows how long that will be the case), it would make sense for all character threads to be banned? It wouldn't seem fair to have a Vriska thread and disallow other character threads. But similarly, it wouldn't make sense to have 40+ character threads.
Yes I've noticed that the on-going Vriska thread seemed to spawn a bunch of other character threads

On another forum I used to post on, they had a subforum dedicated to 'fan-clubs' where one could find character threads. Like "The Vriska Serket Fanclub" thread, or even more mundane things like "Mushroom Farming Salamander Fanclub." I imagine there wouldn't be much interest in creating another sub-forum, but just an example on how another work-specific forum handled character-specific threads.
Edit: Though my personal opinion on it is to just close all character threads.
