I'm not sure how many pokemon she has (guess if she's a boss, she's got a full complement), but these two would work ok together? Maybe? I'm trying to keep it vaguely Rocket-thematic, but these two alone took me enough time to figure out. *shrugs*
Skarmory
Sky Attack
Spikes
Stealth Rock
Steel Wing
Donphan
Earthquake
Assurance
Ice Shard
Thunder Fang
Vaporeon
Dragonair
Camerupt

I didn't put the movesets because I don't like to feel constrained to four moves. I mean, cmon, they can learn more in the anime, right? If you are just using the four-moves rule, fill them out with whatever moves you like.

All of the smeargle, all with four sketches.
Rattata, Zubat, Ekans, Murkrow, etc.
well, if we're going by visuals, then yeah Rollout definitely. (I actually had it earlier, but edited.) But if that were the case I'd say screw Assurance. Assuming we're doing this with in-game rules of what works rather than rules of cool... then Assurance, with Stealth Rock/Spikes, should dish out a bit of punishment. Ice and electric against common type weaknesses (grass, water) and Earthquake if all that won't cover it.
Like I said, I don't know if Hecthur wants 1 mon (plus Nincada), 5, or six. So seeing as I can't design teams anyway, I thought this pair would be a passable combo in any group.
Cobriar, the final evolution of Topidian. I don't know about moves!

I wish he'd just pick already... This adventure is going to have 5 pages of people just naming off pokemon. Personally, I stopped playing after Gen 2. Maybe my familiarity with the newer ones isn't what it could be.
Did you see the art he made, it must take him a long time. Be patient.Originally Posted by BigBurkhart

I didn't say he shouldn't take his time with the art. Maybe just peek his head in and say "Hey guys, I've got the six chosen already" so we can avoid stuff like people suggesting six Bidoofs or...Originally Posted by mars7a

If she's a good trainer? Haha, a'ight. She'd then be using the following:
Swampert @ Leftovers
-Stealth Rock
-Earthquake
-Ice Beam
-Protect
He would be the lead of the pack. Providing immediate stealth rock support would clear the way for other teammates. It's all around great stats provide it the ability to run a mixed set with Earthquake and Ice Beam. Protect can be used to scout other choicers as well as giving you an extra turn to heal with leftovers. It can also take out Blisseys and other special walls to provide an opening for Jolteon.
Jolteon @ Choice Specs
-Thunderbolt
-Hidden Power Grass
-Shadow Ball
-Signal Beam
Our special set. Thunderbolt + Specs will lay waste to most any neutral threat. HP Grass will take out bulky waters. Shadow Ball is a major threat to any ghost/psychic types. And finally, Signal Beam can take out Celebi and other annoying grass types who will prey upon Swampert.
Tyranitar @ Life Orb
-Dragon Dance
-Crunch
-Stone Edge
-Fire Punch
Our set-up and destroy/endgame sweeper. If allowed to DD due to choiced enemies or a Rapin Spin, he could potentially sweep a team. Crunch + Stone Edge provide excellent coverage and are both STAB'd. Fire Punch will take out any annoying steel types such as Skarmory or Magnezone.
This is all hypothetically if she is a good trainer. If she isn't, then just stack her up with some koffings and zubats.
