Founded by pirates as a base of operations from which to strike against shipping fleets, Caper City had Criminals before it had laws to break, and it has a long history of criminals running rings around the law. The four towering Casinos that mark Gamblers Row serve as a monument to this history, to a time when city hall was little more than a puppet dancing on the strings of whichever criminal group held power at the time. Any civic officials who tried to change things ended up dead, disgraced, or simply taken out of commission by rigged elections.
That is, until the election of Keith Astorway. Astorway began his career as a public prosecutor. Intelligent and Charismatic, he soon found his way into the pocket of a local crime boss named Max Winters. Winters protected the young lawyer as he enthusiastically sent his enemies to prison and cut generous deals anytime one of Winters’ men got arrested. With Winter’s support, Astorway found himself rocketed to the position of District Attorney and, eventually, into the Mayors office. On election night, Winters sat in his private room in the Diamond Palace Casino, confident that he now controlled the city.
A week later, Max Winters was arrested for Racketeering and Tax Fraud. Other key members of his organization found themselves caught in a brutal dragnet, and before long it had become clear what happened. Astorway had used his in-depth knowledge of Winters’ dealings to dismantle the organization. With Winters out of the way, The Mayor set out to clean up the streets, in his own way.
Trying to stop criminals in Caper City was a hopeless task, so The Mayor instead set out to control them, which is where his partnership with Arthur Kingsly, leader of the up-and-coming Knights of Llewellyn, began. The two men had met years earlier, when Astorway prosecuted Kingsly for assault. Kingsly had just launched his fatal assault on Don Setteri’s mansion, and was facing a life in prison. The Mayor approached Kingsly, offering to support his takeover of the prison if Kingsly agreed to that use that control to support the Mayor’s schemes. Suddenly, any criminal who found themselves going to Llewellyn’s island, even if only for a few days until their trial could be arranged, found themselves at the mercy of the Mayor. Criminals who openly defied the Mayor found themselves arrested on trumped up charges and dragged to prison where Kingsly had them badly beaten or killed. Soon, criminals of all stripes found themselves desperate to avoid jail time, at least without the Mayor’s protection. Criminals of all stripes freely gave up information and large sums of cash in return for a safe stay on Llewellyn’s island. This cash, along with bribe money from a wide variety of long running “arrangements” between criminals and city officials, found its way into one of the Mayor’s new funds. When the infamous crime boss Nelson “Vendetta” Hist was arrested for conspiracy to commit murder, the under-the-table fee he paid to be transferred to a different prison went towards the construction of a new school. Information extracted in this way went into the mayor’s secret files, saved until it would be most effective.
A few years later, The Mayor formed another partnership, this time with an executive named Frederick Amarillo, whose company H&M Technologies had just lost its government contract. The Mayor intervened and arranged for several banks to provide the struggling technology firm with sizeable loans. Amarillo used those funds, and the technologies the government had rejected as “Impractical”, to branch out into the field of private security. Amarillo rebranded the company as Hivemind Security, and immediately signed a contract with the Caper City Police Department. Amarillo was able to use this contract deal to demonstrate the effectiveness of Hivemind’s techniques, and as the company grew in size, it began acquiring rival technology firms and relocating them to Caper City. By the time the monolithic Hivemind Tower started construction, the city was already a global center for technological development.
The Mayor’s third partnership was with the city’s vibrant community of freelance criminals. Longtime pawns in the eternal struggle between the various factions, the freelancers found a ready ally in city hall, which shared their fear of any one syndicate becoming dominant in the city. From time to time, a group of freelancers will find themselves working for the Mayor, with the understanding that any crimes they commit in the pursuit of their missions will become subject to the most incompetent investigation the CCPD can muster. With this alliance, The Mayor had finally turned the tables on the syndicates. Suddenly, any criminal leader who crossed city hall could find themselves targeted by an assassin working without fear of legal reprisal.
Today, the criminal underworld still exists, and is as active as ever, but for the first time the government is an actual player, rather than a simple obstacle. Innocent citizens who find their property destroyed in the crossfire between gangs find the city ready to reimburse them for the damages (Usually with money extorted from those same gangs). Any group that crosses the line finds itself the result of a brutal police dragnet just as other gangs somehow learn the intricate details of their operations. From the outside, Caper City seems like it should be a lawless wasteland, but to the citizens it is an age of prosperity and, if not peace, at least protection. The Families sit in their casinos on Gambler’s Row lamenting their lost glory, the Orange Lotus spreads it’s influence into the city from its downtown hotel, Arthur Kingsly sits in his luxurious prison cell, Frederick Amarillo watches the city from his tower, working through the night to expand his corporate empire. Every day criminals, cartels, and corporations of all shapes and sizes struggle for influence and control.
And in city hall, a blind man smiles.

It'll be quite some time before Jess gets to the coffee shop, and staying there to wait for her is obviously not an option now. So that leaves us with running. If Claudia has any bombs that can obscure vision, that would be great. Otherwise, it's flash bomb time. Not sure if Octoberist's bots have anything special that will let them see through smoke or bright light, but it's worth a try.
Johnny: Claudia, do you see the floating robot things?

Johnny: Okay, Just checking, it was a long night.
???: Yeah, they are here, and yes, the tail does shoot lightning. Pretty kickass, right?

A Flash won’t work on robots, some of the blinding effect is lost when somebody is watching through a screen. However, if you know your sister, she should have something that does the trick.
Johnny: Claudia! THERMAL SMOKE!
Claudia : What makes you think I carry a thermal smoke grenade around, those are not exactly common.
Johnny: Because you once leveled a barn with a My First Chemistry Set and you don’t go anywhere without twelve types of grenades, throw the goddamn smoke.
???:Thermal Smoke? Fancy , but it won’t last, we’ll find you.

Johnny: I’ve got three drones shooting lightning at me, plus at least two Russian thugs, probably more, use those fancy toys of yours.

You are now Yellowjacket, and it doesn’t look like you’re going to finish your game today.
You’ve scanned the area and picked up the signals somebody is using to control the drones, it’s encrypted (obviously). From here you know that there are three drones. With the Sapphire you have enough juice to override the control signal from here, substituting it for your own. Of course, that requires breaking the encryption, which would take time.
The other option is to jam the control signals, you don’t have a jammer on-site, but if you recall there is a cell tower not far from there. You could hack into its control box and set it to spew out random noise on all relevant frequencies. Depending on how autonomous the drones are they could keep following their last instructions, or just sit there waiting for new orders. Of course, doing that would shut down basically all communications in the area, including yours.
Off the top of your head, a third option might be to hack into the CCPD’s emergency alert system and send up a flag for all available units to converge on that spot. Eventually they’ll realize the alert was faked, but by that time there should be enough uniforms in the area to discourage gunplay.
But who knows, maybe you’ll think of something else in the ten seconds you have before you reach your computer.
(In case you’re wondering, YJ was upstairs, in the apartment. His computer proper is downstairs in his workshop)

Mix as match!!. do some light jaming to distract the operator while you hack into one drone. Make it zap one in the back before crashing it into the other one.

The Families? Is this a specific crime group, or is it just referring to miscellaneous crime mobs?
ALSO, hack a drone and show everyone your shooter skills. If we're lucky, you could bring it somewhere afterward to examine it. Not back to base, though, in case the one controlling the drones can track it. Maybe Johnny or Eddie's old hideout (thinking too far ahead here; Oktoberist might be able to just make the drone self-destruct if he regains control).
I assume we have to use the Sapphire for each one of those options?

Oh hey, I actually forgot that we got YJ that upgrade. Though, I'm not sure if we really need to use up a favor for this. YJ's hacker friends seem more like specialists we can call in.
Hmm with the robotics perk we got do we get a bonus to hacking robots? Or does that just apply to building the things? If We do get the bonus I say hack em otherwise jamming has my vote.

"The Families" is a generic term for the succession of "Traditional" organized criminal groups that, until relatively recently, dominated Caper City. Individual organizations rose and fell quite frequently, so people just started referring to "The Families".
Basically, it's a placeholder for the old-style Mobsters until I need to actually integrate them into the story/come up with a good idea for them.
Also, YJ is using the Sapphire for any of them, because why not, but none of them Require it.

It does, in learning how to build and modify them Yellowjacket also gained knowledge in how to program them, and with that, how to hack them.
Of course, hacking a robot requires getting access to it's control system. I'm making a conscious effort to avoid "Magic Hacker" syndrome, in which Yellowjacket, sitting in his room, can gain access to systems that have no reason to be hooked up to anything external. That's why Johnny had to plug a transmitter into the computer back at the office building before Yellowjacket could get into the cameras.
With these Drones, it's pretty simple. They are being controlled via remote signal. Yellowjacket can detect the signal and (Since his transmitter is closer/bigger), drown it out. Cyberhounds are trickier since they run almost entirely on internal programming with only minimal outside input.
