Come on, I can't be the only one who wants to find out what this guy's deal is. If we slice his head off, we never get to learn about his dark and troubled past or whatever.
I think Blue Shift would be more effective in this case than Slash and Burn. His back is to the wall, and a sword point at his throat would greatly reduce his mobility. Against a knife fighter your reach is your greatest advantage.
Jess does not match up well against this guy. She is a planning based fighter, and this guy is a crazy unpredictability based fighter. He is also green themed which seems to be the coloring of fighting specialists like Eddy. Not to mention I think Eddy said he lost his eye to this punk.

Oh man, I forgot about this.
Let's go with Slash and Burn. ikkonoishi, like you said, he's unpredictable. And a big weakness of Blue Shift is 'unexpected moves'. If we blind him, we at least get a guaranteed advantage against him. And if he still turns out to be too much trouble, the smoke would greatly aid with escaping if it comes to that.
Of course, the whole point may turn out to be moot if we don't actually have Combat Focus.

BESERKERS
Shortly before the conflict with the Iron Cossacks a biotech firm named Arten Medical went bankrupt, it’s funds burned away by a class-action lawsuit against their insufficiently tested Steroid treatment. As the firm went under, their remaining stockpile was marked for destruction and shipped off to a biotech disposal facility. However, a group of Knights hijacked the shipment and stole the steroids for themselves. They became massive, violent brutes, and their leader began referring to himself as The Red Berserker. The Berserkers waged war against several other gangs (many of them either Knights or allies of the Knights) until they attracted the personal attention of The Mayor. The Red Berserker managed to fight off a P.I.T strike team, only to be hit by a bus as he chased them into the street. His brutish followers were split up and found their way into the service of other Nobles, theoretically the remaining steroids were seized and destroyed by P.I.T, but somehow the number of Berserkers has remained fairly steady since The Red Berserker’s demise (despite the fact that, if they don't get killed in battle, they are sometimes known to suffer from what doctors call
"Holy shit their heart just exploded" syndrome), the general theory is that Arthur Kingston, eager not to lose the services of such terrifying soldiers, seized the steroids and hid them away. Allowing those volunteers crazy enough to undergo the process to bolster his ranks. Beserkers are fond of taking a variety of dangerous narcotics before going into battle, boosting their strength even further. Iron Cossack battle stimulant is especially popular among them.
Berserkers are not known for their patience or sanity.
AMAZONS
Seeing as the all-male Llewellyn’s Island Correctional Facility is their main recruiting ground, many people are surprised to see women among the Knight’s of Llewellyn. While he was consolidating his control over Juncton, Arthur Kingston formed an alliance with Samantha Kaller, leader of an all-female gang known as the Eighth-Street Amazons. Eighth Street served as the front lines during the war against The Families, and so the Amazons (who had been struggling against the families before Kingston was sent to Llewellyn’s Island) were usually far more experienced than their male counterparts in The Knights. Amazons often attach themselves to other bands of Knights, forming a network of contact between the scattered groups that make up Kingston’s empire. The Amazons are one of the more powerful groups within The Knights, and Samantha Kaller holds the unique position of being the only Paladin with her own band.

That should work. These glasses can help you see through the smoke, while he’ll be totally blind. Also, Flaming sword. That’s pretty cool.
All you need to do is take a few seconds to focus while he stands there being smug.

Note: Unlike the other ability conditions, you guys have control over when you get Combat Focus. Jess just needs to take some time to focus. Of course, that is reliant on having a few seconds to take.

Bound Cossack => Be torn between watching elegantly bloody knife fight, or the slow burning fire reaching towards the gasoline canisters in your little room.
Lady Blue ==> This dudes looking for a knife-fight, and while you could probably handle it, stick with your training (Take the fight out of his control). Use your blade to parry, while trying a low leg-sweep. If he's lunging with a knife, he'll be all top-heavy and you can drop him to the deck. Advantage = you.
Weapon range has two parts--maximum range, and minimum range. Long weapons like that one have a lot of leverage and mass that makes it difficult to use in the same ranges as you would a knife. Since he just got INTO that range, there's effectively no way to get the sword into position to block. Every step away from him you take, he can follow--and unlike you, he's got full eyes-on, watching everything you do; hands, feet, head, and torso. The glasses are good, but will you notice a trip attempt? How big are your blindspots?
Big thing is stopping the knife. I would use the right elbow to either jostle his arm or, better, knock the wind out of him. This would be either part of or preface to turning around and getting the sword in his face, but whichever it is, you don't take your eyes off of him for a moment. If he's still in blade range when you finish turning, by all means introduce him to your sharp wit, but somehow I doubt you'll land the blow.

Swing your sword back against your shoulder to keep him from slashing your throat. Then go for a face stab, but don't commit too much.
While your sword is your best weapon, you’ve got some backups you can switch to. This guy is fast, and you’re not sure you can keep him away. You can't get a read on him, and that smile just keep creeping you out.
You stun him, then leap away, gaining some much needed distance.
